There is no scriptural basis for this in the King James version that I know of. Besides.. Scripture says that no one knows the time.. not even Jesus himself knows until the Father says. Seems to me that if there were a hall of souls that any angel or Jesus could take a head count if you would call it that. I don't believe that there are a number of 'unborn' souls.
