It seems very much as if the consequences of the theory have been umed due to the events purported to have occurred in the Philadelphia experiment. They seem more like they were created 'after the fact' than before it. I.e. it is made up to agree with the Philadelphia experiment.
The one thing which is notable as to suggest it is falacious is that the mist is Green. Green cannot be seen as a black body spectrum (which is why you cannot heat a metal bar so that it glows green) - ask a physicist why (there is a simple, but long, explanation). Something would only glow green if there was a chemical reaction. In the case of mist it would have to be either (a) amongst the air itself (not likely at all- I can't think of any reaction that the air could undergo (even if given enough energy) that would produce a green colour) or with metal (in which case it is most likely to be oxidation of magnesium (which is an increadibly stupid material to make a boat out of since it bursts into flame in contact with water).
