No matter what topic you think upon, to be complete about the whole affair you must understand the thinker himself. We aren't just talking about biases and acculturation, but the very meat of neurophysiology and physics.
For me the advance upon Hume is to consider not just a science about man, but to think about science as man practices it. To be glib, an alien from another planet may also employ "science" and what is parochial about the historical practice of science on Earth may not have occured there.
Thus we can clear up disputes about "ideal science" as it might be taught in school and come to terms with the real way people develop technology, beliefs, and habits.
E.G. many people attack the style of Linus Pauling, but I look at his productivity and say so what if used "trial and error" and logical deduction over the long and often unavailible empirical route. In other words, "whatever works" might be a slogan that can recover science from the deconstructivist attacks on all philisophical systems. It seems a bit more sporting to me than just ignoring these questions which is the convention these days.
