S52 is cryptic, like so much of the PI. Here’s my understanding of it. The comment follows on from the previous paragraph, where W argues that what’s needed is a close examination of what’s happening. This may seem a trivial point, but it’s a reaction against the extreme generalisation and reductivism of the Tractatus where examples and specifics were regarded with something like disdain. He’s preparing the way for the minutely detailed descriptions which are to follow.
The mouse stands for the outcome of philosophical confusion (eg the Cartesian cogitio), the philosopher the person who investigates this perplexing phenomena, and the “ordinary person” is the one who just dismisses it – that is, someone who isn’t inflicted with a sickness of the understanding.
